ineptocracy
A system of government where the least capable to lead are elected by the least capable of producing, and where the members of society least likely to sustain themselves or succeed, are rewarded with goods and services paid for by the confiscated wealth of a diminishing number of producers.

Here is why it happens:

I Sam 8:3 His sons, however, did not walk in his ways, but turned aside after dishonest gain and took bribes and perverted justice.
[Who came to these judges, offering them bribes so that they could use their unjust decisions to benefit at their neighbor's expense? We the People. Who threatened or enticed the judges to pervert justice, approved it, or failed to appeal to the judges to be more faithful to God's law? We the People. Who failed to obey God's law, so that victims attempted to come to the judges for justice in the first place? We the People.]

4 Then all the elders of Israel gathered together and came to Samuel at Ramah; 5 and they said to him, “Behold, you have grown old, and your sons do not walk in your ways. Now appoint a king for us to judge us like all the nations."

[See Dt. 17 for how a king was supposed to rule (not like the nations, where the king because the ethical authority for law out from himself) according to God's law, which meant defending the property rights of the family against greedy neighbors as well as the king/government.]

6 But the thing was displeasing in the sight of Samuel when they said, “Give us a king to judge us.” And Samuel prayed to the LORD. 7 The LORD said to Samuel, “Listen to the voice of the people in regard to all that they say to you, for they have not rejected you, but they have rejected Me from being king over them. 8 Like all the deeds which they have done since the day that I brought them up from Egypt even to this day—in that they have forsaken Me and served other gods—so they are doing to you also. 9 Now then, listen to their voice; however, you shall solemnly warn them and tell them of the procedure of the king who will reign over them.”

[When you reject God's perfect law, you have to use another law, and the only place you are going to get it is from OneMan, FewMen, or Majority-of-Men. Yet no one is willing to philosophically grant law-making sovereignty to any of these categories. And yet, practically, there is no way to avoid destructive anarchy (after you have rejected God's law), except negotiating for a slightly less destructive trust in some fallen, imperfect, sinful man or men.]

12:13 Now therefore, here is the king whom you have chosen, whom you have asked for, and behold, the LORD has set a king over you. 14 If you will fear the LORD and serve Him, and listen to His voice and not rebel against the command of the LORD, then both you and also the king who reigns over you will follow the LORD your God. 15 If you will not listen to the voice of the LORD, but rebel against the command of the LORD, then the hand of the LORD will be against you, as it was against your fathers.

[Implication is, that God would be using their king and his administration to discipline them for refusing to listen, refusing to obey, rebelling against His word, and worshiping and serving other gods -- just like he had been using Samuel's sons, and the raiding parties of the surrounding nations to smite their lives, freedoms, and property rights. As in, "The beatings will continue until the morale improves."]

8:10 So Samuel spoke all the words of the LORD to the people who had asked of him a king. 11 He said, “This will be the procedure of the king who will reign over you: he will take your sons [conscription] and place them for himself in his chariots and among his horsemen and they will run before his chariots. 12 He will appoint for himself commanders of thousands and of fifties, and some to do his plowing and to reap his harvest and to make his weapons of war and equipment for his chariots. 13 He will also take your daughters for perfumers and cooks and bakers.

[you will be slaves through direct required labor, or by submitting proxy labor in the form of taxes]

14 He will take the best of your fields and your vineyards and your olive groves and give them to his servants. 15 He will take a tenth of your seed and of your vineyards and give to his officers and to his servants. 16 He will also take your male servants and your female servants and your best young men and your donkeys and use them for his work. 17 He will take a tenth of your flocks, and you yourselves will become his servants. 18 Then you will cry out in that day because of your king whom you have chosen for yourselves, but the LORD will not answer you in that day.”

[The Lord moves graciously, slowly. Slow to anger, does not instantly spank/punish right a way. But neither does He provide instant relief when people start complaining, or even truly repenting. We must repent, and not be impatient and wait for Him. But part of repenting, is to stop becoming partner with a thief, in joining in the legal plunder of our neighbor through the help of human law.]

This sets up 3 possibilities for why our government officers are doing such destructive things:
1) They really are that stupid.
2) They really are that treasonous and do intend to kill, rob, and destroy us for their personal benefit.
3) God has turned us over to evil men, because once we reject His gracious liberating law. There is no other kind of law to live under. If we refuse to punish the guilty and protect the innocent, (as God the Definer defines) there is no alternative except to protect the guilty and punish the innocent. It is just as true that we asked for these kind of rulers. See above, where, in the same verse, it says God placed Saul over you, and You chose. Remember America insisted on Clinton's second term, and maybe Obama's?
